A Bold Vision for Sustainable Architecture

When the Municipality of Venlo set out to build its new stadskantoor (council offices), it wasn’t aiming for “just another green building.” Instead, it envisioned a living example of Cradle to Cradle architecture—a space that actively improves the environment, enhances human well-being, and supports the circular economy.




To make this vision a reality, the city commissioned Kraaijvanger Architects, experts in sustainable construction technologies. The result is a building that is as innovative as it is inspiring.

More Than an Office

The Stadskantoor Venlo is home to 630 flexible workstations as well as public spaces, meeting rooms, and service counters. But its true value lies in how it integrates net zero energy design, healthy building materials, and renewable energy in architecture to deliver benefits for people and the planet.

Based on the open-house concept, which allows everyone to come and work in this part of the complex, the building connects people and staff. 

The base includes functions that create added value for the entire city, such as a café with theatre facilities, open workspaces on the ground and first floor, and a beautiful garden with helophyte filters. 


The offices are located on the floors above, in a secure zone in the tower. The complex comprises a single three-dimensional work environment: everything is connected to everything.



The green air-purifying façade is the largest green building façade in the world and forms a protective shell against traffic and railway pollution. The glass window in the green façade offers a view into the heart of the building – the interior is visible from the inner city, in keeping with the transparency of democracy.


During this project, numerous producers and suppliers acquired C2C certifications for their products and the project thus demonstrably stimulates the transition to the economically profitable principle of the C2C production of goods. 





Introduced a system of material passports made it possible to continue to innovate during construction. The passport records exactly what goes into the building. The contractor and producers are challenged to come up with innovative new products that are better than those described in the specifications. The ultimate target is to give the precious raw materials used in the building a new life without compromising on quality.


Key Features of Stadskantoor Venlo’s Design

1. Healthy, Recyclable Materials

Every component—structural beams, wall panels, flooring, and even finishes—was chosen for its non-toxic properties and full recyclability. These healthy building materials ensure a safe indoor environment while making the building easy to dismantle and reuse in the future.



2. Energy-Positive Performance

This isn’t just an energy-efficient office—it’s an energy-positive building. Through extensive solar panels, smart building systems, and advanced insulation, Stadskantoor Venlo produces more energy than it consumes.




3. Closed Water Cycles

The building’s green façade design is not just aesthetic—it’s functional. It purifies air and rainwater, while greywater recycling and rainwater harvesting reduce reliance on municipal water supplies.

4. Green Façade for Health and Biodiversity

Plants integrated into the façade improve indoor air quality, regulate building temperatures, and create urban biodiversity habitats—showcasing the benefits of green façades for offices.




The building purifies air through the ‘green lung’ façade, recycles rainwater and waste water, is energy neutral and promotes wellbeing. In addition, the building produces no waste: it is in fact a temporary raw materials bank with guaranteed residual values for a number of products. The building’s green façade creates (bio)diversity: like a vertical city park, it is a natural biotope for more than 100 plants, animals and insect species.



5. Designed for Disassembly

Unlike conventional buildings, Stadskantoor Venlo is designed for easy disassembly. Its materials can be recovered and reused, embodying the principles of the circular economy in construction.
